OLUMBUS, Ind. — This small city 70 miles north of the Kentucky border might seem an unlikely setting for new protections against discrimination over sexual orientation and gender identity.

Known for its Republican loyalties, Columbus is the hometown of Indiana’s conservative governor, Mike Pence, a staunch opponent of same-sex marriagewho this year signed a measure described by proponents as a religious freedom law, which critics said would make it easier for religious conservatives to refuse service to same-sex couples.
